Sumba All-Inclusive vs Room-Only: Which Costs Less?
8 min read
On Sumba, room-only plus an operator land programme usually costs less for a touring trip, and it is always the easier one to compare. As of 2026, Indonesia Juara Trip’s 5D4N land programme is quoted on request for your dates, group size and inclusions, while a resort full-board rate at Nihi Sumba carries 21 percent tax and service on every line.
Sumba has no wristband-style all-inclusive. The phrase covers a full-board or experience-bundled villa rate, and why the island works that way, plus what each resort actually bundles, sits on the all-inclusive luxury Sumba page. This piece stays on the arithmetic: how to put a resort plan and a room-only-plus-land quote on the same footing, then read the gap.
How do you put both rate plans on the same footing?
Four conversions come before any number gets compared. Skip one and the comparison is fiction.
- Same unit. The IJT ladder is quoted per person. Resort rates are per villa or room. Build a two-guest, four-night total for both columns.
- Same basis. Net or gross. Nihi Sumba states that published rates exclude 21 percent government tax and service; ask every other listing which basis it shows.
- Same coverage. Sort every line into four buckets: bed, board, transfers, touring. A plan that fills two buckets cannot be compared with one that fills four until you price the missing two.
- Same dates. Season bands move the villa line and leave the land line alone.
| Bucket | Resort full-board or bundled rate | Room-only + IJT land programme |
|---|---|---|
| Bed | Villa rate, gross of 21 percent at Nihi | Villa rate, confirmed on quote, billed by the resort |
| Board | Breakfast, lunch and dinner at resort outlets; premium menus and wine extra | Breakfast inside the room rate; touring-day lunches inside the land programme; resort dinners billed per night |
| Transfers | Tambolaka (TMC) pickup often included, sometimes an add-on | Included in the land-only ladder |
| Touring | Resort excursions priced per activity, plus tax and service | Daily private car, driver and guide, village entry and licensed local host, quoted net |
| Spa, horses, premium drinks | Resort folio | Resort folio |
Once the four buckets are filled on both sides, the only lines left to argue about are the villa rate and the touring engine. Everything else either matches or cancels.
Where do the 21 percent tax and service actually land?
Nihi Sumba’s 2026 rates and inclusions state that accommodation rates exclude a 21 percent government tax and service charge. That percentage attaches to the villa at Hoba Wawi in Wanokaka, West Sumba, and to anything else the resort bills: spa, riding, wine, laundry.
Third-party listings need the same question. Ask whether a listed rate is shown net or gross before you multiply it out across the nights of your stay.
The operator side runs on a different logic. Indonesia Juara Trip’s land-only ladder is quoted per person as a net figure with no resort service percentage attached, because the resort is not inside it. One holiday, two tax logics. The common error is applying either to the wrong column.
Which lines cancel out of the comparison?
Some items land on the resort folio whichever plan you hold, so they belong in neither column. Strip them out before comparing, then add them back to the final budget. As of 2026 and subject to change:
- Nihi horse programmes at published IDR rates, as listed on NIHI Sumba’s Experiences Price List 2026/2027: “Sunrise Splash” (1x swimming with horses, 1x sunrise or sunset beach ride, 1x riding lesson) IDR 9,400,000 per person; “Loving the Ride” IDR 17,000,000; “Sumba Quest” IDR 24,500,000; the top advanced rider package, Elite Rider, IDR 25,500,000. All are subject to 21 percent tax and service, so Sunrise Splash lands at IDR 11,374,000 per person including tax and service.
- Spa treatments at Nihi, Lelewatu or Cap Karoso.
- Premium spirits, wine lists and cellar dinners.
- Lelewatu’s themed dinners, some of which are paid extras, and its horseback riding.
- In-villa childcare at Nihi, arranged on request; babysitting at Lelewatu.
If a proposal marks any of these “included”, ask for the resort’s written confirmation. Resorts are accommodation options the operator books on your behalf, not partners, so nobody outside the resort can waive a resort charge.
How does a 5D4N room-only plus IJT ladder add up?
Take two travellers on a five-day, four-night West Sumba stay, arriving and departing Tambolaka (TMC). The road transfer to Wanokaka runs around 60-90 minutes; conditions vary and timings are indicative.
| Line | Who bills it | Amount, as of 2026, subject to change |
|---|---|---|
| IJT land programme, 5D4N | Indonesia Juara Trip | Quote on request for your dates, group size and inclusions; resort not included |
| Resort, 4 nights | Resort, confirmed on quote | Quote on request from Lelewatu, Cap Karoso or Nihi for your dates and room type |
| Tax and service on resort line | Resort | 21 percent at Nihi; check basis at others |
| Optional horse programme | Resort | e.g. Sunrise Splash IDR 9,400,000 per person plus 21 percent tax and service |
| Package total | Indonesia Juara Trip reservations | Confirmed once availability is checked (WhatsApp +62 811-9941-919, sales@indonesiajuara.asia); not printed here |
Multiply the villa line out and the shape of the trip appears. Ask each resort for a four-night quote on your dates, since Lelewatu, Cap Karoso and Nihi all confirm rates on request. Cap Karoso sits at Karoso Beach in Kodi, Southwest Sumba, roughly 50 minutes from TMC by the resort’s own estimate, so the land programme is routed differently but priced the same.
Put the same land programme under each resort and the land line is identical in every row; the villa choice is what moves the total, before resort dinners and before checking which basis each listing uses. That is the gap a quote comparison should be about.
The tier gap inside the ladder is smaller than it looks. Part of it is the vehicle class over the touring days; the rest sits in guide seniority, touring-day meals and inclusion depth. Ask what each tier carries before paying for it.
Everything above the resort line is fixed the day you book. Everything below it moves with season, villa category and how many horses you ride.
When does full-board come out ahead?
Count touring days. That single number decides most of it.
Each touring day on room-only removes a lunch from the resort’s board and adds a car day to the land programme. On a 5D4N with three touring days, full-board pays for three lunches eaten on the road and three resort excursions you never book. On a 5D4N with no touring days, the land ladder pays for car days that stay parked; ask the reservations team what the ladder looks like with the touring days taken out, and let the resort’s per-activity menu handle the rest.
Full-board also wins where the villa rate already bundles house activities and dining, which is how Nihi positions its rate, because the marginal cost of “board” is then zero and only the signature experiences carry a price. It wins again for a couple who will not leave the property. It rarely wins for anyone crossing West Sumba by car for three days out of five.
What mistakes distort a quote comparison?
- Per-person against per-villa. The IJT ladder is per person. Resort rates are per room or villa. Convert both to a two-guest figure before comparing.
- Forgetting the 21 percent. Nihi states it plainly; other resorts fold tax differently. Ask every listing whether the number shown is net or gross.
- Paying for touring twice. A full-board plan with resort excursions plus an operator’s daily car is double coverage. Choose one touring engine.
- Ignoring season bands. Nihi’s 2026 calendar runs green season 12 January-31 March; high season 1 April-30 June, 1 September-31 October and 21-28 December; peak 1 July-31 August and 29 December 2026-7 January 2027. Same villa, different price; February-June is the softer window.
- Missing minimum-night clauses. Promotional resort rates can carry a minimum-stay condition. Ask what it is before you compare a headline rate.
- Counting the airport transfer twice. The resort may include a TMC pickup; the ladder includes one too. Drop one and ask for the adjustment.
Frequently Asked Questions
Does a room-only rate on Sumba still include breakfast?
Usually yes. Lelewatu and Cap Karoso list 2026 base rates with breakfast, and “room-only” in Sumba quotes normally means no lunch, dinner or activities rather than no breakfast. Confirm it on the resort’s written confirmation, since promotional rates on third-party sites occasionally strip breakfast to show a lower headline number.
Can Indonesia Juara Trip book Nihi’s horse programmes for me at a lower price?
No. The horse programmes are resort-run and billed at Nihi’s published IDR rates plus 21 percent tax and service, whichever channel books them. The operator can request slots alongside the room booking and shape the land itinerary around them, but the charge lands on your resort folio, not on the land-only invoice.
Is full-board worth paying for if I am out touring most days?
Rarely for a West Sumba explore trip. On touring days you leave after breakfast and lunch is usually part of the land programme, so a full-board plan pays for meals you will not eat. It makes more sense for a resort-anchored stay with one or two excursions, or where meals already sit inside the villa rate.
